POTENTATE
Terry J. Nelson and Lady Sheryl
Chief Rabban Terry Nelson is a proud member of North Bend Lodge #119 and has long been an active leader in Freemasonry. He is a dedicated member of the North Bend Order of Eastern Star Chapter #119, where he has had the honor of serving as Worthy Patron in 2022, 2023, and 2024. Terry is also deeply involved in the Scottish Rite, where he serves as the 1st Lieutenant Commander of the Council of Kadosh, and as a member of the Knights of Saint Andrew, where he holds the position of Junior Warden. Additionally, he is part of the York Rite, encompassing the Chapter, Council, and Commandery.
Terry’s leadership extends to the Fremont Shrine Club, where he served as president for three consecutive years, 2021 through 2023, and he continues to serve as Treasurer for the North Bend Shrine Club. His dedication to the Tangier Shrine began in 2021 when he was appointed Outer Guard. He is also a proud member of the Shrine Bowl and the Hillbillies
A passionate advocate for Freemasonry and its appendant bodies, especially the Shrine, Terry is dedicated to recruiting new members and promoting the values of Masonry. He is driven by the knowledge that the work they do has a direct, positive impact on children and families in need. His commitment to making a difference is the heart of his service.

CHIEF RABBAN
Timothy P. Bernet
Assistant Rabban Tim Bernet is a member of Covert Lodge #11, having become a Mason in 2009. That same year, he joined Tangier Shrine and became a proud member of the Shrine Bowl Unit. Tim served as Deputy Commander from 2011 to 2014, and as Elected Commander in 2015, 2016, and again in 2018. Additionally, he served as Chaplain of the Shrine Bowl Unit from 2015 to 2021, providing spiritual guidance and support to members.
Over the years, Tim has taken on numerous leadership roles, chairing various committees and project teams both within the Shrine Bowl Unit and the greater Tangier Shrine. Since 2020, he has served as Tangier Shrine’s Historian, preserving the rich history of the organization. In 2023, Tim further expanded his Masonic journey by becoming a member of the Scottish Rite.
A strong supporter of his alma mater, Tim is a Cornhusker Football season ticket holder, a donor, and a Life Member of the Alumni Association. He is also an active member of the German American Club and Legion Post #32 in Papillion, NE, where he served two terms as Commander of the Sons of the American Legion Squadron #32.
Tim is deeply committed to the mission of Shriners Hospitals for Children, valuing the unique healthcare services provided to children in need. He believes in the power of commitment, upholding the obligations of Freemasonry, and honoring the legacy of those who came before us while looking ahead to a bright future.



ASSISTANT RABBAN
Duane Jackson, Sr. and Lady Jennifer
High Priest & Prophet Duane Jackson Sr. discovered his deep passion for Masonry in May 1997 when he became a member of Rough Ashler Lodge #1, part of the Prince Hall Grand Lodge of Nebraska. His dedication to learning and service quickly led to his election as Junior Warden of the Lodge in June of the same year. Due to Duane’s love for children, he took on the role of CHiPs Director for Prince Hall, while concurrently serving as Grand Treasurer of the PHA Grand Lodge of Nebraska.
In 1999, Duane joined the Prince Hall Shriners at Zaha Temple #52, where he served, including High Priest and Prophet, Recorder, Director of the Kids' Halloween Party, and even the Easter Bunny. His commitment to the Shriners continued to grow, and in 2019, Duane became a member of the Tangier Shrine Center, where he expanded his knowledge of the organization’s vital work with Shriners Hospitals.
As he became more involved with the Tangier Shrine’s clubs and units, Duane found his place with the Racers. In 2022, he was elected President and worked tirelessly to reinstate the Racers' parades, bringing them back into the community spotlight. Duane also joined the Hillbillies, where he found camaraderie with cousins he never knew he had.
Motivated by a desire to serve and lead, Duane expressed his interest in joining the Divan, receiving overwhelming encouragement from the Nobility. With a clear goal of becoming Potentate, Duane is dedicated to guiding the Nobility with honor, respect, and, above all, a spirit of fun!

HIGH PRIEST and PROPHET
David E. MacDonald and Lady MaryAnne
High Priest & Prophet David E. MacDonald is a dedicated Shriner whose leadership and service reflect a deep commitment to youth, community, and the mission of Shriners Children’s. A member of Springfield Lodge #112, Dave joined Tangier Shrine in 2001 and is a proud member of the Shrine Bowl Unit and the Corvette Club.
Dave served as Executive Director of the Nebraska Shrine Bowl for more than ten years, overseeing all aspects of the organization’s operations. Under his leadership, the Shrine Bowl strengthened its statewide presence and continued its vital mission of raising funds and awareness for Shriners Children’s. A strong advocate for youth athletics, Dave remains deeply committed to the positive impact sports can have on young lives.
Professionally, Dave serves as an Operations Manager for State Steel & Supply Company in Omaha, a leading wholesale steel and metal distributor serving Nebraska, Iowa, and South Dakota. In this role, he brings decades of experience in operations, logistics, and organizational leadership—skills that have complemented his extensive volunteer and nonprofit service.
Dave and his wife, MaryAnne, are devoted supporters of Shriners Children’s and remain actively engaged in giving back to the community. Whether through his professional leadership, Shrine involvement, or dedication to youth-focused philanthropy, Dave exemplifies the core values of the Shrine: service, fellowship, and compassion for others.



ORIENTAL GUIDE
Mark A. Howie
Mark A. Howie exemplifies a lifelong dedication to service, protection, and community involvement. A proud member of Springfield Lodge #112, Mark has been a Tangier Shriner for more than 20 years, actively supporting the mission and values of the Shrine. Within Tangier Shrine, he is an engaged participant in both the Provost Guard and Wise Ashes, contributing his time, leadership, and commitment wherever needed.
Mark’s passion for service extends well beyond the Shrine. In 2014, he retired after 22 years of honorable service with the Omaha Police Department, where he spent part of his career as a motorcycle police officer. Throughout his law-enforcement career, Mark was known for his professionalism, integrity, and dedication to protecting others.
Following his retirement from policing, Mark continued his mission of public safety by transitioning into motorcycle education. He currently serves as the Riding Academy Manager at Dillon Brothers Harley-Davidson in Omaha, where he oversees rider training programs and promotes safe, responsible riding. His expertise has made him a trusted voice on motorcycle safety, and he has been quoted in local media discussing rider awareness, helmet laws, and accident prevention. He is also recognized by the Nebraska DMV as a contact for motorcycle safety education.
Whether serving through Tangier Shrine, educating riders, or strengthening the community through service and mentorship, Mark Howie remains guided by the same principles that have defined his life’s work: service, integrity, brotherhood, and giving back. His continued dedication reflects the very spirit of the Shrine and its commitment to helping others.

TREASURER
IS William E. German, P.P. & Lady Colleen
IS Bill German, P.P. was initiated as a Master Mason in June 1976 at Covert Lodge #11. A member of the Scottish Rite since November 1976, Bill is a 33° Mason and currently serves as the Wise Master of the Chapter of Rose Croix in 2025. He also holds the position of Chairman for the Building and Grounds Subcommittee of the Cathedral Board. In December 1977, Bill became a member of Tangier Shrine. Throughout his time with Tangier, Bill has held several leadership roles, including Chief Aide, President of Vintage Iron in 1996, Trustee from 2002-2006, and Potentate in 2022.
Bill has chaired the Ball on three occasions—2000, 2005, and 2011—and has also served as Chairman for the Shrine Hospital Benefit Days for multiple years. Currently, he is Co-Project Manager. Bill is an active member of several Tangier Shrine clubs and units, including the Corvette Club, Vintage Iron, Shrine Bowl, Provost, Arab Patrol, Mo-Ri, and the Hillbillies. He is also a Trustee Emeritus of The Omaha Home for Boys.
Being a Shriner has given Bill the privilege of connecting with remarkable people from all walks of life, and he treasures the camaraderie and friendships fostered within the fraternity. Bill is deeply committed to the philanthropic mission of Shriners and is continually inspired by the touching stories shared by patients and families about the care they have received from Shriners Children’s.



RECORDER
James R. Huebner and Lady Angie
James Huebner became a Mason in November 1998, joined the Scottish Rite that same month, and became a member of Tangier Shrine in December 1998. He is an active member of Covert Lodge #11, serving as Worshipful Master. James expanded his Masonic involvement by joining the York Rite in September 2020.
Within Tangier Shrine, James has been an active participant in several clubs and units, including the Arab Patrol Unit (President in 2001), Boone & Crockett Club (President in 2012), Mobile Nobles Unit (President in 2022), MoRi Unit, and the Legion of Honor. He is also a proud member of the Road Runner’s Unit and served as the Patient Van Coordinator for Tangier from May 2020 to December 2022.
Along with his wife, Angie, James has been a member of Trinity Chapter of Eastern Star since 2022. Angie is also involved in the Satra Temple of Daughters of the Nile, where she has served twice as Queen.
James and Angie consider Tangier Shrine to be their second home and are deeply committed to supporting the philanthropy that helps provide care for Shriners patients and their families at Shriners Children’s hospitals.
